A Message from Executive Director, Susan J. Kibbe
Dear Members,
We have exciting new goals planned for the year as we begin to roll out our new strategic plan, with four new board members and a new advisor… as you’ll note in our “This Month’s Wins” section with the updated look for the Landline.
Wishing you all a very happy New Year as we begin 2025!
Our country will have a new President with new directives that we’ll navigate through, while Charles remains focused on state issues during the upcoming 89th Texas Legislative Session.
This year promises to be eventful, and we are eager to hear from you. We look forward to seeing you and working together to ensure the ongoing success of our organization.
Until next month,

Susan J. Kibbe

This Month’s Wins

Ryan Guillen decides to include self-defense legislation generated by STPRA grassroots efforts in his early bill filings. • New Board Members: Anne Brady-Thurwalker, Frank Massey, Caroline Nunley, Michael Sasser. New Board Advisor: Mark Burrows. • Launched the Property Rights Toolkit, now available for members. |
What’s on the Horizon
• From the Ranch to the Capitol Gathering in Bee Cave on February 5, 2025
• Future events in Rio Grande Valley & Houston
Water & the 89th Leg.
Did You Know? Texas has a dual water rights system. Surface water is publicly owned, but groundwater is privately owned under the ‘Rule of Capture.’ How “water” is handled during this legislative session could have significant long-term impacts on you and your property. • Texas’ dwindling water supply is of top concern for all of us. • Virtually every region of Texas is projected to have declining future supplies. • SWIFT and the Texas Water Fund have made some $3 Billion available, but Texas could require $150 Billion over the next 50 years to address our needs. • Should “Water” have a dedicated and ongoing revenue source, like transportation? |

From the Ranch to the Capitol
South Texans’ Property Rights Association invites you to celebrate the start of the 89th Legislative Session with an evening that bridges the gap between Texas landowners, policymakers, and community leaders. Join us on February 5, 2025, from 5–7 PM at Spanish Oaks in Bee Cave, TX, as we highlight the vital connection between rural challenges and legislative solutions. This gathering fosters meaningful relationships that shape the future of Texas, honoring the work of those who champion land stewardship and property rights at every level—from the ranch to the Capitol. |
